OK, this is a Google Earth photo. The name of the road has been recognised by Google as a number plate and thus blurred out of the picture but it is indeed a road sign and not a number plate, it just has similar characteristics, colour, shape, size, etc.
I found this in real life, and looked for it on Google Earth Street view. I could have got a better angle, but that caused unwanted aberrations.Clicking on the picture and zooming in might help you :)
